If you are shutting down the Clusterware stack, this is expected. If you had issued a cluster wide command, reissue the command after the stack has been restarted. If you are not shutting down the stack, the missing component(s) may have failed and may restart automatically. Any cluster wide commands can be retried after a few seconds. However, the failure should be investigated and reported to Oracle Support Services.
